Article 303 of the PRC Criminal Law addresses organising gambling, operating casinos and, in specified circumstances, organising PRC citizens to gamble overseas. Online access does not create an exemption.
Official criminal-law text →Hong Kong government policy states that gambling is illegal except activities expressly authorised, licensed or exempted. Offshore or online availability should not be confused with authorisation.
Hong Kong government policy →Macao has a formal concession and regulatory framework for casino games. That land-based framework does not mean every online operator or remote product is authorised.
Macao gaming legislation →Taiwan must be checked under its own criminal and administrative rules. It should never inherit a conclusion written for mainland China, Hong Kong or Macao.
